Ernest P. Gates is the President of Gates Healthcare Associates, where he provides strategic advice, counsel, and support to a broad cross-section of healthcare organizations, including hospitals, physician practices, pharmacies, and professional associations.

A pharmacist and entrepreneur, he is a pioneer in the fields of pharmacy compounding and fertility medication. Gates founded and later sold Gates Apothecary, one of the largest compounding pharmacies in the U.S., which became Freedom Drug and then Priority Health Care. Gates has consulted nationally to physician groups on the topics of women’s health and compounds for fertility and hormone replacement therapy. He has won numerous awards and honors, including the 2009 Honorary Fellowship Award from the International Academy of Compounding Pharmacists. Clients across the world often seek Mr. Gates’ guidance on the development of compounding pharmacies and their related licensure, certification, and accreditation.

Mr. Gates developed the lozenge mold, a tool commonly used in compounding pharmacies today.

He holds a Bachelor of Science degree from MCPHS University, where he is a Trustee Emeritus.

Dr. Ken Speidel, Vice President of Compounding Compliance at Gates Healthcare Associates, has more than 25 years of experience across all facets of pharmacy practice.

Dr. Speidel brings to Gates Healthcare a long track record of professional leadership and success. He has received numerous industry awards and recognition.

Dr. Speidel is known throughout the pharmaceutical sector in North America, and is distinguished as a consultant in the development of national standards for pharmacy compounding practices. He provides consulting services for companies and provider organizations in the U.S. and abroad.

A frequent presenter and speaker at clinical and industry educational programs from coast to coast, Dr. Speidel is a prolific author of articles and papers for leading pharmaceutical industry publications. He assisted in developing, writing, and researching several nationally recognized continuing educational programs for the University of Florida.

Dr. Speidel served two terms as president of a large hospice program and guided and advised the organization through a period of growth and organizational restructuring. Dr. Speidel is a former multi-term president of the National Home Infusion Association.

Dr. Speidel received his bachelor of science and doctor of pharmacy degrees from Ohio Northern University.

Jack Crowley is the Vice President of DEA and Regulatory Affairs with Gates Healthcare Associates, with extensive knowledge in the management of controlled substance medications and regulatory compliance.

Mr. Crowley is a former U.S. Drug Enforcement Administration (DEA) supervisory investigator who currently provides counsel, training, and other services to a variety of clients involved with the manufacturing, distribution, and dispensing of controlled substance medications.

During his nearly 29-year tenure with the DEA, Mr. Crowley was frequently sought by pharmaceutical industry officials, professional health care groups and associations, and DEA registrants to resolve complex matters federal regulations related to controlled substances. At the DEA, he served in a number of positions including Supervisory Investigator and Diversion Program Manager in the New England Field Division in Boston, and Staff Coordinator and Chief of the International Drug Unit in the Office of Diversion Control.

Following his DEA career, Mr. Crowley launched a consulting firm and subsequently served for 10 years as Executive Director, Controlled Substances Act Compliance, for Purdue Pharma L.P., devoting his energies to developing, implementing and monitoring compliance standards for controlled substances at all U.S. sites of Purdue and its associated companies.

Mr. Crowley holds a Bachelor of Science degree in finance and financial management services from Boston College’s Carroll School of Management. He is a veteran of the United States Army.

Adèle Audet, an Associate with Gates Healthcare Associates, is a pharmacist with two decades of experience in state drug control policy and regulations, including prescription monitoring programs.

Prior to joining the Gates team, she was Assistant Director of the Drug Control Program in the Massachusetts Department of Public Health (MA DPH). Her responsibilities included training local law enforcement, regulatory agency staff, and prosecutorial personnel for authorization to use the state’s online prescription monitoring program. While at the MA DPH, she also co-developed a database of hospital antidote stocking utilized by the Regional Center for Poison Control and Prevention.

Ms. Audet previously served on the Board of Directors and as President of the Massachusetts Pharmacists Association and is a past president of the Alliance for States with Prescription Monitoring Programs. She has been a member of the Emergency Contraception Task Force, the Pharmacy Technician Regulations Task Force and the Massachusetts Health Council’s Pharmacy Subcommittee.

Ms. Audet has delivered presentations on controlled substances regulations, the Massachusetts Prescription Monitoring Programs, prescription drug diversion, and pharmacy regulations. She has co-authored articles and has been published in Pharmacoepidemiology and Drug Safety and Pain Medicine.

Ms. Audet was a preceptor for more than 20 years, teaching interns from the Massachusetts College of Pharmacy (now MCPHS University) and Northeastern University.

She received a Bachelor of Science degree in pharmacy from the Massachusetts College of Pharmacy.

Carlos Aquino

Carlos M. Aquino, an Associate with Gates Healthcare Associates, is an experienced consultant specializing in DEA compliance for pharmacies, hospitals, health clinics, medical practitioners, drug manufacturers and distributors.

Mr. Aquino advises clients on federal laws and regulations related to the manufacturing and distribution of controlled substances (schedules II through V) and regulated chemical products that are enforced by the Drug Enforcement Administration (DEA). He also performs mock inspections as authentic as those performed by the DEA to evaluate clients and ensure they are in full compliance with record-keeping, storage and diversion prevention requirements.

Prior to becoming a trusted consultant, Mr. Aquino served as a diversion investigator with the DEA field office in Philadelphia. During his 12-year tenure with the agency, he coordinated unannounced inspections of regulated facilities and later became a supervisor to a group of diversion investigators, special agents, intelligence analysts and registration assistants.

Mr. Aquino launched his career in law enforcement at the municipal level, proudly serving the citizenry for more than a quarter century as an officer and sergeant in the Philadelphia Police Department. He supervised and led investigations conducted by DEA special agents and Philadelphia police officers targeting illicit drug distribution, and supervised and performed undercover investigations while assigned to the Philadelphia DEA Task Force.

He is active in many professional organizations, including the National Association of Drug Diversion Investigators, Health Care Compliance Association, Pharmacists Society of the State of New York, Philadelphia Association of Retail Druggists, and Pennsylvania Pharmacists Association.

Mr. Aquino earned a bachelor's degree in criminal justice from Temple University and later completed intensive diversion investigator courses at the DEA Training Center in Quantico, Va.

Lori Bassinger is an Associate with Gates Healthcare Associates, advising clients and focusing on regulatory affairs and policy projects.

She has nearly two decades of experience as a health policy consultant working on issues related to medication error reduction, drug and health law, state regulation and public policy. Her projects include directing an expert panel for the Massachusetts Department of Public Health, and developing corporate policies for the Massachusetts Board of Registration in Pharmacy.

Ms. Bassinger currently works on government affairs and advocacy projects uniting industry and nonprofits to build and mobilize coalitions to work on policy, legislative and educational initiatives. She has served previously as executive director of the Massachusetts Board of Registration in Pharmacy and, in her role as an attorney, has advised the Board on legal matters including drafting regulations, creating best practice guidelines for pharmacists, and establishing policies for the conduct of licensing and disciplinary actions.

Before joining the pharmacy board, Ms. Bassinger was an attorney at Gilberg, Kurrent & Kiernan in Boston. She also was a pharmacist for Brooks Pharmacy.

Since 2012, she has been a mental health advocate for the National Alliance on Mental Illness (NAMI) in Boston, where she assists in a criminal justice project which diverts individuals with mental illness from arrest and provides more responsive care. She is also part of the Good Samaritan Task Force of the Massachusetts Organization for Addiction Recovery (MOAR).

Ms. Bassinger is a member of the Massachusetts Bar Association and a past board member of the Massachusetts College of Pharmacy. She received a Bachelor of Science degree in pharmacy from the University of Rhode Island, and earned her Juris Doctor from Suffolk University.

Verne Betlach

Verne Betlach, an Associate with Gates Healthcare Associates, has over 25 years of experience as a compounding pharmacist providing therapeutic concepts and formulations for providers and patients.

Mr. Betlach most recently served as a pharmaceutical consultant with the Professional Compounding Centers of America (PCCA). For the past decade, he has been a pharmacy surveyor with the Pharmacy Compounding Accreditation Board, or PCAB, and he is a licensed pharmacist in Minnesota and South Carolina.

He founded his own compounding pharmacy, operating the Minnesota business for nearly two decades before selling it in 2009. He also has practiced pharmacy at the county hospital in Minneapolis, managed a retail chain pharmacy, and owned and operated several community pharmacies. His compounding experience includes hormone therapy, pain management, pediatrics, hospice care and veterinary medicine.

An experienced speaker and trainer, Mr. Betlach is a member and former director of the International Academy of Compounding Pharmacists (IACP), and has been a faculty member at North Dakota State University, Creighton University, Drake University and the University of Minnesota. He served two terms on the Minnesota Pharmacists Association’s board of directors.

He was honored in 1996 as PCCA’s “Compounding Pharmacist of the Month” and was named a Full Fellow of the IACP in 1997.

Mr. Betlach received his bachelor’s degree in pharmacy from the University of Minnesota’s College of Pharmacy, after obtaining a bachelor’s degree in biology at the university.

Larry Braden, an Associate with Gates Healthcare Associates, is a longtime pharmacist and pharmacy owner.

Mr. Braden is the five-decade principal owner of Lacey Drug Company, an independent family owned pharmacy business in Georgia that started serving the community in 1895. Lacey operates three modern, full-service pharmacies in the metro-Atlanta area specializing in meeting the needs of the medical community and their patients. Lacey’s was the second pharmacy in Georgia to have its compounding facilities accredited by the national Pharmacy Compounding Accreditation Board.

Mr. Braden is a member of the Georgia Pharmacy Association, one of the nation’s oldest professional associations of pharmacists. During his tenure as Executive Vice President of the association, he guided the organization’s significant growth in the 1980s and 1990s. He also is a member of the American Pharmacists Association, National Community Pharmacists Association and International Federation of Pharmacists, and he served for many years on the board of trustees of the United States Pharmacopeia.

Mr. Braden was the 2005 recipient of the Bowl of Hygeia Award, honoring his record of civic leadership in his community. His involvement in civic affairs includes representation on city governing and planning boards, as well as membership on the Board of Trustees of Mercer University, his alma mater. He is the recipient of numerous other awards including the National Community Pharmacists Association’s John Dargavel Award.

A former editor of the Georgia Pharmacy Journal, Mr. Braden has published numerous articles and papers in professional, business and consumer publications.

He earned his pharmacy degree from Mercer University’s School of Pharmacy. He later received a Doctor of Science degree from Mercer University.

Joe Cabaleiro is a Senior Associate with Gates Healthcare Associates. A pharmacist for more than 30 years, he is a nationally recognized expert in sterile and non-sterile compounding, pharmacy quality and accreditation standards, and compounding pharmacy management and operations.

Beginning in 1989, Mr. Cabaleiro founded and led a compounding pharmacy catering to both human and veterinary patients in Cary, North Carolina. During his ownership of the pharmacy, he contributed to the creation of the Pharmacy Compounding Accreditation Board (PCAB), serving on various committees that developed industry standards. His pharmacy was among the first to receive PCAB accreditation.

After selling the pharmacy, Mr. Cabaleiro joined PCAB as Director of Standards Interpretation, and was Executive Director during the organization’s most dynamic period of growth. He also served on the United States Pharmacopeia’s Council of the Convention.

More recently, Mr. Cabaleiro developed compounding quality standards for the Accreditation Commission for Health Care (ACHC), an organization which accredits homecare, pharmacy and alternate-site healthcare industry providers nationally.

Mr. Cabaleiro began his career in home infusion therapy as pharmacy manager. In 1982, he developed an innovative compounding computer system used nationwide that combined a notebook computer, barcode reader and electronic balance to permit safe preparation of complex total parenteral nutrition solutions. His roles included Operations Manager, and General Manager of multiple sites.

During his home infusion career, Mr. Cabaleiro was also a surveyor for the Joint Commission on Accreditation of Healthcare Organizations, and consulted extensively in the area of home infusion therapy.

Mr. Cabaleiro is a graduate of the University of Florida. He has served as an adjunct professor at the University of North Carolina, and he has written numerous articles in professional journals as well as policy and procedure manuals for home-infusion and compounding pharmacies.

Dale Coker

Dale Coker, an Associate with Gates Healthcare Associates, is an experienced compounding pharmacist and past chairman of the board of the International Academy of Compounding Pharmacists (IACP).

Mr. Coker started his career in compounding at Ball Ground Pharmacy in 2000. He then opened a compounding-only pharmacy in 2004, Cherokee Custom Script Pharmacy, which became the first pharmacy in Georgia to achieve PCAB accreditation. He is also a co-inventor of the Topi-Click topical dosing device.

He has served the pharmacy profession at both the state and national level, including as President and Chairman of the Board of the Georgia Pharmacy. He served as Chair of Government Affairs of the Georgia Pharmacy Association and founded Georgia’s Academy of Independent Pharmacy Compounding Section.

Mr. Coker’s professional honors include the Georgia Pharmacy Association “Innovative Pharmacist of the Year” award and the National Community Pharmacists Association’s leadership award. He was also a recipient of the Georgia Pharmacy Association Academy of Independent Pharmacy “Pharmacist of the Year.”

He received a Bachelor of Science degree in pharmacy from the University of Georgia Pharmacy School.

John Consoletti, an Associate with Gates Healthcare Associates, has extensive experience as a sales and operations executive in the pharmacy and healthcare markets.

A registered pharmacist, he previously served as a senior branch manager in Massachusetts for a national home infusion and specialty pharmaceutical distributor, where he improved productivity and generated double-digit growth in revenues and operating margins.

Mr. Consoletti has a proven track record of leadership at mission-driven organizations both large and small, establishing relationships with key accounts, managing staff and functions in the highly regulated pharmacy sector, and producing outstanding financial results.

As president of New England Home Therapies, he transformed the struggling business into a multimillion-dollar company, repositioned through a strategic rebranding and market analysis to become highly competitive.

He later formed a healthcare consulting firm to advise clients in the specialty, compounding and infusion pharmacy on providing sales and employee training, profitability analysis and business development.

He is a member of the National Home Infusion Alliance, Massachusetts Pharmacists Association and Boston Druggist Association. He is also a Corporator of the Massachusetts College of Pharmacy (MCPHS University) and of the Milford Regional Medical Center.

Jeremy Cyrier, Senior Associate for Real Estate Services at Gates Healthcare Associates, provides Gates Healthcare clients with high-level expertise in the scouting of locations, site review and analysis, market analysis, financing, valuation and lease and purchase negotiation counsel. He has worked with specialty pharmacies in finding the best location for their business, negotiating the transaction, and then assisting in its execution.

Mr. Cyrier is distinguished and accomplished in his field, and has a track record of success in helping healthcare and medical organizations. He earned the prestigious Certified Commercial Investment Member (CCIM) designation through the world renowned CCIM Institute.

Mr. Cyrier, a CCIM board member, has won numerous industry awards and has served as president of the New England CCIM Chapter. As one of 85 commercial real estate instructors for the CCIM Institute, he teaches financial and market analysis for commercial real estate throughout the United States.

Mr. Cyrier speaks English, French, and German. He holds a master’s degree in African History from the University of London, a bachelor’s degree in French literature and European Studies with Honors from the University of Vermont, and has completed work toward his doctorate in African History at the University of Virginia.

Quinton Didyk graduated from the University Of Manitoba Faulty Of Pharmacy in 2002 and immediately went to work as a Pharmacy Services Specialist for the western Canada division of a national pharmacy provider.  Quinton cut his teeth in community pharmacy practice.  In 2005 his career evolved into the ownership/management of community health services.

Quinton co-developed health centers in the Winnipeg area that provided primary and ancillary healthcare services all under one roof.  Physicians, pharmacists, nurses, physiotherapists, athletic therapists, nutritionists, laboratory services and mental health services all worked together using the latest technology for the provision of care.  These clinics were pioneers in establishing solid patient outcome through the use of electronic medical records.  His efforts were noted in 2006 when he received the Young Leader in Pharmacy award from the Manitoba Society of Pharmacists.

Quinton has been a facilitator for sterile and non-sterile compounding courses offered throughout Canada and the United States since 2008.  His skills and expertise in compounding have made him nationally recognized as an expert in his field.  Quinton owns/operates the largest compounding only facility in Manitoba that delivers specialized patient specific healthcare on a daily basis.

In 2015, Quinton expanded his scope by becoming a surveyor for the Accreditation Commission for Health Care.

Robert Falkum is an Associate of Gates Healthcare Associates, focusing on HEPA filtration systems and designs for clients.

Mr. Falkum has over three decades of cleanroom systems experience with projects including application design and specifications, filtration systems and viable air collection.

Before joining Gates Healthcare, Mr. Falkum was the Senior Applications Engineer for National Air Filter in Carlstadt, New Jersey where he provided designs and specifications to clientele using cleanroom dust collection and bag-in bag-out containment systems. Through his methods, he was able to provide energy and operational cost effective solutions to those clients.

Since 2005 Mr. Falkum has focused his professionalism towards designing and consulting on USP 795, USP 797 and USP 800 (to present) compliant compounding facilities throughout the greater North America.

Denise M. Frank, R.Ph, an Associate with Gates Healthcare Associates, is a longtime pharmacist, consultant, and training specialist in the areas of pharmacy practice, compounding, community pharmacy accreditation and operation compliance, medication therapy management, and regulatory compliance.

Ms. Frank, a licensed pharmacist in Minnesota, previously served as the accreditation and inspection services manager for the National Association of Boards of Pharmacy. During her decade-long tenure with the NABP as a surveyor and later as a manager, her responsibilities included supervising a nationwide group of inspectors who surveyed hundreds of independent and corporate chain pharmacies, wholesalers, and compounding pharmacies. Many of the inspections included state compliance officers observing or training in the performance of sterile compounding pharmacy inspections.

Prior to joining the NABP, Ms. Frank worked for many years as a staff pharmacist, pharmacy manager and district manager for retail pharmacy networks in the Minneapolis region.

She is a longtime member of the Minnesota Pharmacists Association, the American Pharmacists Association and the National Association of Boards of Pharmacy (as a past member of the Minnesota Board of Pharmacy). She is also a current member of the Minnesota Society of Health-System Pharmacists, American Society of Health-System Pharmacists, American Society for Pharmacy Law, and the Pharmacy Technician Educators Council.

Ms. Frank earned a Bachelor of Science in Pharmacy from the University of Minnesota College of Pharmacy, where as a student she received the Hallie Bruce Memorial Award for outstanding achievement in clinical pharmacy. She remains actively involved with the university as a preceptor and mentor for pharmacy students.

She has received advanced training and certification in pharmaceutical care, pharmacy-based immunization delivery, sterile compounding and USP <795> non-sterile compounding preparations.

Ron Gaudette

Ronald R. Gaudette, an Associate with Gates Healthcare Associates, is an experienced clinical and operational leader for hospital and specialty pharmacies. He assists hospital and hospital system clients with system regulation compliance.

Mr. Gaudette’s career has spanned multiple functions across the healthcare spectrum including as a pharmacy director, staff pharmacist in medicine and surgery, and medication safety officer at a Massachusetts General Hospital, along with consulting for long-term care facilities and management of prior authorization programs. He has served most recently as pharmacy director at Curahealth Hospital in Peabody.

For nearly two decades, Mr. Gaudette has dedicated himself to the National Disaster Medical System, a federally coordinated healthcare system and partnership, as a pharmacist on the international medical surgical response team. He was the first pharmacist on a medical surgical response team deployed in response to the Sept. 11, 2001, terrorist attacks, and also responded with an international team to a 2003 earthquake disaster in Bam, Iran, and to Hurricane Katrina in 2005.

Mr. Gaudette also volunteered for many years as an on-call pharmacist for Boston Health Care for the Homeless, a program that provides health care for homeless men, women and children in Greater Boston.

Mr. Gaudette earned his bachelor’s degree in pharmacy and an MBA from Northeastern University.

Frank Gianfrancesco, Associate at Gates Healthcare Associates, has more than 30 years of experience in health care research and policy analysis. In his role on the Gates team, he will help clients develop effective drug formulary strategies.

For more than a decade, Dr. Gianfrancesco led a contract research firm specializing in claims-based health economics and outcomes studies for pharmaceuticals. Most recently, he was a health economics consultant to a nonprofit health systems research organization. He previously headed the research division of a national labor organization’s health and pension funds.

Dr. Gianfrancesco has extensive experience in designing and executing studies based on health plan administrative data. His principal work has been in analyzing the effects of new products, programs, payment methods and other innovations on health outcomes, service use and costs.

Dr. Gianfrancesco is a former associate professor, assistant professor and lecturer in economics, respectively, at Bentley University, Rutgers University, and the University of Maryland. He is principal author on a number of publications in medical, health care and economic journals

He received a Bachelor of Arts degree in economics from Boston College and a Ph.D. in health economics from the University of Maryland.

John Herr, R.Ph, FIACP, graduated from Saint John’s University in 1984 with a B.S. in Pharmacy. As a pharmacy student, John was launched into the trajectory that his career would follow when he began practicing compounding in 1983. Since that time, John has practiced in several different compounding disciplines, ultimately specializing in pediatrics, integrative medicine, pain management, and sterile compounding.

John worked at several different retail pharmacies before he purchased an independent retail pharmacy in May of 2000. At Town & Country, John began to develop the pharmacy’s compounding business by serving the needs locally of patients in the community. The compounding business grew so successfully that John was able to open a dedicated, compounding-only laboratory in 2003. Town & Country Compounding became such a successful business that John was able to sell the retail store, enabling him to pursue his passion for compounding full-time.

John is an active member of the compounding pharmacy community. John is passionate about advocating for our industry: he attends IACP’s Compounders on Capitol Hill annually, as well as engaging individual lobbyists to support our causes. Over the years he has served on numerous pharmacy boards in order to support and give back to the profession, including: IACP – Past President and Executive committee member, IACP – Foundation Board, Garden State Pharmacy Owners, Cardinal Regional Advisory Board, Cardinal National Advisory Board, Community Specialty Pharmacy Network Board, and MHA Specialty Pharmacy Board. He also speaks frequently at patient and professional events on a wide variety of topics in order to educate both the public and healthcare professionals on the value of compounded medications in today’s healthcare system.

John has been professionally recognized numerous times over the course of his career. John has been named the PCCA Compounding Pharmacist of the Month and the PCCA Pharmacist of the Year in 2008. John reports that his greatest honor has been receiving an award from the New Jersey Hospice and Palliative Care organization for the Hospice Pharmacist of the Year, as John has dedicated much of his career to formulating compounds to help with symptom management at the end of life.

Donna Horn is a Senior Associate with Gates Healthcare Associates, advising clients and focusing on community pharmacy practice, regulatory compliance, and continuous quality improvement.

Ms. Horn, a registered pharmacist, has over 15 years of regulatory experience as well as more than 25 years of experience in the retail/chain community pharmacy practice setting. Since 2006, she has been Director of Patient Safety – Community Pharmacy at the Institute for Safe Medication Practices, a nonprofit healthcare organization in Horsham, Pa., that specializes in medication error prevention.

She previously served as the privacy officer and manager of regulatory affairs for Brooks Pharmacy and Eckerd Pharmacy, where she developed more than 25 policies and procedures on pharmacy operations and regulatory compliance.

Ms. Horn served on the Massachusetts Board of Registration in Pharmacy from 1993 to 2004, including a term as president. She was instrumental in crafting regulations, policies and best practices to help pharmacists in Massachusetts interpret, explain and supplement the pharmacy laws. While serving on the Massachusetts Board of Registration in Pharmacy, Ms. Horn was elected to the Executive Committee of the National Association of Boards of Pharmacy (NABP). She served for 11 years, including a term as president and chairman of the board. As a national regulatory leader with NABP she developed a 50-state and an international perspective of regulations and laws that pertain to the practice of pharmacy.

Since 2012, Ms. Horn has served as an adjunct instructor for the Massachusetts College of Pharmacy and Health Sciences (MCPHS) University. She has received numerous awards during her career, including the Nathan Goldberg Award and the Bowl of Hygeia Award from the Massachusetts Pharmacists Association.

She is a member, and past president, of the American Society for Pharmacy Law, and is involved with many other professional associations including the Boston Druggist Association, Massachusetts State Pharmacist Association and American Pharmacists Association. She served on the Board of Advisors of the New England Sinai Hospital and Rehabilitation Center.

Ms. Horn received a Bachelor of Science degree from the Massachusetts College of Pharmacy and Health Sciences University and an honorary Doctor of Pharmacy from the Oklahoma State Board of Pharmacy. She is currently a master’s degree candidate of the University of Florida College of Pharmacy’s Department of Pharmaceutical Outcomes & Policy, Patient Safety, and Medication Risk Management.

Elaine Ladd, a longtime pharmacist, is an Associate with Gates Healthcare Associates.

Ms. Ladd founded a family pharmacy in Boise Idaho, serving as president of the company and as pharmacist-in-charge while leading clinical development and directing progressive pharmacy services.

She is a former clinical assistant professor of pharmacy practice at Idaho State University’s College of Pharmacy with over a decade of teaching experience. She also has implemented a series of pharmacist-run medication management programs, and has published several articles in professional publications.

She is an active member of the International Academy of Compounding Pharmacists (IACP), National Community Pharmacists Association (NCPA), American Pharmacists Association, Professional Compounding Centers of America (PCCA), American Society of Consultant Pharmacists (ASCP), American Association of Colleges of Pharmacy (AACP), American Society of Health-System Pharmacists, and Idaho Pharmacist Association.

Her many professional honors include Idaho Business Review Woman of the Year, “Pharmacist of the Year” from the Idaho Society of Health-System Pharmacists, “Alumnus of the Year” from the Midwestern University College of Pharmacy, and a “Small Business of the Year” award from the Boise Metro Chamber of Commerce.

Ms. Ladd received a bachelor’s degree in human biology from Boise State University and her Doctor of Pharmacy, cum laude, from the Chicago College of Pharmacy at Midwestern University.

She is certified by the American Board of Anti-Aging Health Practitioners, and received a fellowship in Anti-Aging, Regenerative and Functional Medicine from the American Academy of Anti-Aging Medicine.

Ken Latta is a Senior Associate for Gates Healthcare Associates. A pharmacist for more than 30 years, Mr. Latta is a nationally recognized expert in compounding pharmacy management and development, clean room design and building, pain management, and pain medication inventory controls. He has written and taught extensively on this topic.

In 1977, a year before Mr. Latta graduated with a bachelor’s degree from the University of North Carolina School of Pharmacy, he began work at Duke University Medical Center as a technician in the IV room. Following graduation, he stayed on at Duke University Medical Center, as a pharmacist. Over the next three decades he continued on with the medical center while working part time in retail pharmacies and smaller hospitals.

Mr. Latta was a staff pharmacist at Duke University Medical Center from 1978 through 1989. He then became the lead pharmacist at the Acute Pain Service at the medical center, a position he would hold until 2000. During this time he served on several national committees with the American Pain Society and took part in several pain initiatives. In 2000, he became manager of the Duke Compounding Facility, where Mr. Latta’s many accomplishments included designing, overseeing construction, and launching operations for a standard-setting compounding facility. His expertise includes process design and validation which promotes safety and ensures appropriate outcomes.

In 2006, Mr. Latta became involved in establishing national standards for the compounding profession and accreditation processes. He is still actively involved in this endeavor.

Mr. Latta has assisted in developing, researching and writing several ACPE-accredited programs in non-sterile compounding, sterile compounding, pain management and hormonal therapy for compounders.

In 2011, Mr. Latta left his management position at Duke University Medical Center and is devoting his professional time to teaching, writing, mentoring, and consulting.

William (“Bill”) Mixon is a Senior Associate for Gates Healthcare Associates. He is the former owner-manager of The Compounding Pharmacy in Hickory, NC, and his notably broad practice experience and numerous academic accreditations and publications give him insight into many issues currently facing pharmacists.

Mr. Mixon has 35 years of experience in hospital and community pharmacy, long-term care, and hospice care. He is a fellow of the International Academy of Compounding Pharmacists (IACP) and the American College of Apothecaries, Professional memberships include: American Society for Pharmacy Law; National Association of Boards of Pharmacy; the North Carolina Association of Pharmacists (NCAP), and the American Pharmacists Association (APhA).

Mr. Mixon has won numerous awards and honors, including an election to the U.S. Pharmacopeia Council of Experts for compounding. He has been a Certified Geriatric Pharmacist and a Certified Diabetes Educator.

Mr. Mixon lives in Hickory, NC with his wife Jan.

Paul O’Connor, an Associate with Gates Healthcare Associates, is an experienced healthcare consultant who provides valuable insights into pharmacy benefit management, formulary management, audits, business development and strategic planning.

Mr. O’Connor is a former senior consultant in the national pharmacy practice of Towers Watson, where he provided strategic direction and business development opportunities to clients including large self-insured employers.

He previously served in a dual capacity at Harvard Pilgrim Health Care as director of pharmacy and director of the health insurer’s corporate formulary program. During his tenure at HPHC, he established the first ASHP-accredited residency program in ambulatory pharmacy practice and developed a prescription defect tracking system.

Prior to joining HPHC, Mr. O’Connor managed pharmacy services for the Massachusetts Eye and Ear Infirmary, and later was appointed healthcare administrator for the Department of Public Welfare in Boston.

Mr. O’Connor is a member of the Academy of Managed Care Pharmacy. He received his bachelor’s degree in pharmacy from Northeastern University and his MBA from Boston University.

Neil A. Petry is a Senior Associate with Gates Healthcare Associates. A board-certified nuclear pharmacist, he focuses on USP Chapter sterile compounding guidelines on nuclear pharmacy and nuclear medicine practice.

Since 1998, Mr. Petry has been the Director of Radiopharmaceutical Services at Duke University Medical Center, where he is also an Associate Professor of Radiology and a Medical Physics Graduate Program faculty member. Previously, he served for 15 years as a faculty member and Director of Nuclear Pharmacy Services at the University of Michigan Medical Center. He also holds adjunct pharmacy faculty appointments at Campbell University and Purdue University.

Mr. Petry has been an active member of the American Pharmacist Association (APhA) his entire professional career. He is also a longtime member of the American Society of Health-System Pharmacists (ASHP) and a past member of the Board of Pharmaceutical Specialties’ Nuclear Pharmacy Specialty Council. He is also a long-time member of the Society of Nuclear Medicine and Molecular Imaging (SNMMI) and an active member of the Radiopharmaceutical Science Council (RPSC).

In 2000, Mr. Petry was recognized for his pharmacy leadership and selected as a GSK-Leonard Davis Institute of Healthcare Economics Fellow at the Wharton School. He has also been honored as an APhA Fellow and as the 2009 recipient of the APhA-APPM William H. Briner Distinguished Achievement Award in Nuclear Pharmacy Practice.

More recently, Mr. Petry was honored to serve as a visiting professor for the Hong Kong Hospital Authority-sponsored “Radiopharmacy and Radiochemistry for Nuclear Medicine” course held at the Queen Elizabeth Hospital in February 2011. He has authored or co-authored numerous journal articles, book chapters and continuing education articles.

Mr. Petry received his Bachelor of Science in Pharmacy and Master of Science in Nuclear Pharmacy from Purdue University. He completed a one-year nuclear pharmacy residency at Indiana University Medical Center, and one year of commercial nuclear pharmacy practice and five years of clinical nuclear pharmacy experience at Duke University Medical Center.

Ms. Shook has over 16 years of experience as a compliance officer and marketer at Pharmacy Solutions and Clark Professional Pharmacy in Michigan. In this current role, she has created policies and procedures for non-sterile and sterile compounding, developed process validation protocols, and orchestrated multi-platform marketing and advertising programs.

Previously, Ms. Shook was a surveyor for the Pharmacy Compounding Accreditation Board (PCAB), performing on-site inspections of compounding pharmacies and creating follow-up reports.

Ms. Shook has been actively involved in legislative efforts relating to the compounding pharmacy industry. She has participated in the International Academy of Compounding Pharmacists’ (IACP) Compounders on Capitol Hill event in Washington, D.C., and in events held in Michigan. She maintains active communications with compounding leaders at the state level and with industry contacts nationwide.

Jeffrey M. Watson, an Associate with Gates Healthcare Associates, has more than a quarter-century of experience with the U.S. Food and Drug Administration (FDA) and advanced training and expertise in sterile and non-sterile pharmaceutical manufacturing as well as current Good Manufacturing Practices (cGMP).

Mr. Watson previously served as Vice President of Quality Assurance at Leiter’s Compounding, a full-service compounding pharmacy and FDA-registered 503B Outsourcing Facility in San Jose, Calif. He oversaw all sterile and non-sterile operations and led a team of 14 quality assurance employees.

Prior to Leiter’s, Mr. Watson was the Consumer Safety Officer in the FDA’s San Francisco District Office, overseeing sterile and non-sterile dosage forms of therapeutic biologics and pharmaceutical drugs, and completing more than 200 inspections for cGMPs, recalls, seizures, new drug applications, pre-approval inspections, adverse drug events, and other issues.

He began his 23-year tenure with the FDA as a microbiologist specializing in sterility and endotoxin analyses of drugs and devices, facilities and equipment, and procedures and documentation. He has been recognized for his leadership and communications skills.

He authored the FDA District Office microbiology laboratory’s Cleanroom SOP and co-authored an FDA sterility analytical manual for the Department of Health and Human Services’ Public Health Service.

Mr. Watson earned a bachelor’s degree in biology, with an emphasis in microbiology, from the University of San Francisco. He completed graduate courses for regulatory affairs in the biotechnology, pharmaceutical and medical device industries through San Diego State University, as well as graduate courses in biomanufacturing principles through North Carolina State University.

Charles (“Chuck”) Young, R.Ph., CFE is a Senior Associate for Regulatory Affairs and Compliance at Gates Healthcare Associates. He joined the firm following more than twenty years with the Massachusetts Board of Registration in Pharmacy. During his tenure there, he served as investigator and later Chief Executive Officer. Mr. Young has extensive regulatory experience both at the local and national level where he has served as a member of the Executive Committee and Treasurer of the National Association of Boards of Pharmacy (“NABP”). In addition, he also received the Honorary President Award from NABP.

Mr. Young has also served as Pharmacy Manager in the Office of Clinical Affairs at the University of Massachusetts Medical School, MassHealth Division. His area of specialty is in controlled substance loss prevention and he has received distinct recognition for his work from the Department of Justice, DEA, for Outstanding Contributions in the Field of Drug Law Enforcement. He also received the Betsy Lehman Patient Safety Award 2006 for patient safety and quality improvement and regulatory compliance.

Chuck currently is a member of the Mass. Pharmacists Association Foundation Board of Directors, where he served as Interim President in 2010.

He is the former Chief Operating Officer of The Revolution Group, an information security consulting firm whose staffing business was named one of the nation’s fastest growing IT staffing firms in 2003. The Revolution Group was acquired by Cyber 360 Solutions in 2013.

From 1994 to 1999, Mr. Consolazio was a principal in a closely held IT staffing firm that was subsequently sold to multibillion-dollar staffing company Modis. At Modis, he led a sales division that generated over $60 million in revenue.

Mr. Consolazio is a member of ISACA, a nonprofit, independent association for information security professionals, the Information Systems Security Association, and InfraGard, a cybersecurity partnership between the FBI and the private sector.
